
What East Devon District Council Wanted
The Council sought a local contractor with experience in delivering essential heating upgrades. Our work involved gas central heating installations, issuing Landlord Gas Safety Records (LGSRs), and providing the Council with the necessary documentation upon completion. This process supported mutual exchanges and ensured heating systems remained compliant when a property became vacant.

Our approach
The contract helps the Council remain compliant with The Gas Safety (Installation and Use) Regulations 1998. Regulation 36 places a legal duty on landlords to maintain gas appliances and flues in a safe condition. When a property changes tenants, this triggers the Council’s process to initiate our work.
Our service desk team received work instructions periodically, planning activities based on job requirements. Typically, this involved an initial site survey at an agreed date and time, followed by scheduling the necessary work. The majority of our projects included removing outdated heating systems, installing new Vaillant boilers, fitting gas pipes and thermostatic radiator valves, flushing the system, and conducting a final safety check.
For every job, we provided photographic evidence of our work. In some cases, this included capping off the gas supply to ensure safety while the property remains void until a new tenant is found.
We also instigated a pilot project to install Air Source Heat Pumps as a renewable alternative to gas and oil. The East Council planned to expand this programme following an assessment. Heat pumps offer a more cost-effective solution, particularly in rural areas where gas is not an option.

Results
Through our expertise in gas, oil-fired, and renewable heating solutions, we delivered a compliant, energy-efficient, and cost-effective heating service that helped residents stay warm while reducing their energy costs., and with the council contributing to their Net Zero carbon reduction objectives.
